The Library and CREA finally finished editing the master contract reached in late June. Both sides signed the contract last week and it will become effective January 3, 2005, except for four provisions.

Article VIII, Promotion

Will become effective April 4, 2005. Any employee having received, or should have received, the promotion notice prior to April 4, 2005, , will continue under the current procedure. CRS requested time to train their supervisors on the changed procedures and to prepare new forms.

Article IX, Performance

Will become effective May 2, 2005. Any employee having received, or should have received, the performance notice prior to May 4, 2005, will continue under the current procedure. CRS requested time to train their supervisors on the changed procedures and to prepare new forms.

Article IX-A, Suggestion, Incentive, and Performance Awards, Section 3, Director's Awards

Will become effective April 4, 2005. CRS requested time to train their supervisors on the new category of awards and to prepare new forms.

Article XXV, Flexible Work Schedules, Section 25, Offsite Work

Will become effective Janaury 24, 2005. The RPC will discuss this at its January 14, 2005 meeting and needed one week to deal with forms. The week of January 17, 2005 has two holidays which did not give CRS management adequate preparation time.
